NOAH is certified to act as a Construction Code Official pursuant to the Pennsylvania Construction Code Act. This means NOAH can now perform remote inspections on residential and commercial construction, new and alterations, inspection of rental units, and inspections of modular homes. Great news everybody! You do not need to buy the equipment anymore to perform this vital test, NOAH has found a better way!
In accordance with 551.60 and 552.60 of the National Electric code a Dielectric test must be performed on the home once it is completed. This test is sometimes called a Hipot test, and it is the most common type of electrical safety test. Designed to verify that the insulation of a product is adequate enough to withstand high voltage. Performed by stressing the insulation of the product far beyond what it would encounter during normal use.
Dielectric tests apply a high level of alternating currents (AC) or direct currents (DC) to the insulation barrier and measure the reaction of the material. AC voltage is more commonly used in dielectric testing.
The test must apply a minimum of 900 volts (AC) for 1 minute or 1280 Volts (DC) for a period of 1 second on all branch circuits with all switches in the on position.
The purpose of a dielectric strength test is to reach the point of breakdown, or failure. This happens when the material experiences a sudden change in its resistance to the test voltage. The level of voltage where the barrier allows current to flow is the dielectric strength of the material.

Pre-paid Seals are issued once a PASS status is achieved on each Unit. We have also found a better way to structure the two separate payments previously made by Members, one for Membership and a second for the Seal(s). We will streamline this action, making the payment process more efficient for our Members by including the Seal and Annual Membership in the same transaction. This means that starting February 1, 2021, Members will only be required to make one payment and it will include their Membership and their Seal(s). So, once you make your payment for the year, everything is already paid for! Seals are automatically shipped out upon achieving a PASS status on the Unit. Additional Seals are still available to purchase separately, as needed and at the Builders discretion.

As some may have already noticed, construction supply stocks of numerous building materials throughout the country are very low and or on backorder. This shortage is now revealing itself within the lumber quality. When you purchase lumber its critically important you look for a stamp on each stud.
Each piece of lumber should have a #2 Grade stamp, or better yet, a #1 Grade stamp.
Grade #1 means no knots in the lumber; Grade #2 Lumber is tight knot wood. The knots are tightly lodged within the wood and have no wiggle room around the knot. Grade #3 has knots in the wood with space around them and the knots may fall out.
We are starting to observe lumber, having no Grade stamp or #3 Grade stamps, (which is a Utility Grade stud, for non-structural purposes), being incorporated into builds. This lumber CAN NOT be used in supporting floor, wall, or ceiling construction. The use of sub-standard building materials will NOT be permitted in builds that achieve a NOAH RDI Certificate of Completion & Compliance. This lumber will be the cheapest lumber available to purchase and one reason it is the cheapest is because it may be sub-standard.
Additionally, Stage 2 Framing Inspections will require a ladder, please have one available. The inspectors are vigorously checking each stud, to help ensure a safe and compliant build.
